A farmer tried to harvest rice submerged in floodwater in Aparri, Cagayan.

In a Facebook video, the farmer was seen manually harvesting rice or what’s left of it in a waist-deep flood.
According to the Regional Disaster Risk Reduction and Management Council (RDRRMC), there are 1,673 farmers affected by the floods in Cagayan, destroying 2,877 hectares of farmland.
The RDRRMC also estimated that P89,966,964 worth of agricultural crops were destroyed by the floods.
Earlier, the provincial government of Cayagan declared a state of calamity due to severe flooding brought typhoon Quiel.
