Former Oslob Mayor Emilito Olis Abines of Cebu has been slapped with a violation of failure to render account before the Sandiganbayan Third Division due to his reported failure to liquidate his cash advance back in 2007.
In the charge sheet filed by Assistant Special Prosecutor III Jorge B. Espinal, Abines was charged with a violation of Article 218 of the Revised Penal Code, otherwise known as Failure to Render Accounts.
On January 2007, Abines was supposed to liquidate P12,500 worth of public funds, which he received sometime in October 2006 under Check No. 61482, as his cash advance for a local travel.
He was supposed to liquidate it within 30 days of his return from travel, as required by the Commission on Audit (COA) rules and regulations. In failing to do so, Abines was accused of causing damage and prejudice of the government.
The charge sheet was approved by Ombudsman Samuel Martires on April 5, 2019. His bail bond for his provisional liberty has been set at P6,000.
The prosecution will be using Joegil D. Gumagay from the Office of the Municipal Accountant of Oslob, the municipal treasurer, and the head of the human resource department as witnesses to the case.
