NBI seeks hold departure order against Kapa officers

The National Bureau of Investigation (NBI) intends to keep officers of the Kapa Ministry International including its founder Joel Apolinario from fleeing the country and face charges against them.

NBI Deputy Director for Regional Operation Service Antonio Pagatpat said the NBI Director Dante Gierran is already coordinating with Department of Justice (DOJ) Secretary Menardo Guevarra for the possibility of securing hold departure orders (HDO) against Kapa.

“I understand that he was in contact with the DOJ Secretary Guevarra for this purpose,” Pagatpat said.

Pagatpat disclosed that Gierran was already provided last Monday with the list of Kapa officers and incorporators who could be charged in connection with the alleged investment scam.

Last Monday, the NBI served search warrants and raided the offices of Kapa in Quezon City, Taytay, Tabon City, Cagayan de Oro City, and Gen. Santos City.

However, no arrests were made since the offices have been closed down and Apolinario can no longer be found at his residence in Gen. Santos City.

“In the course of serving the search warrants our teams were able to seize or recover various documents, records, books, equipment,” Pagatpat disclosed.

The NBI teams also seized P2.2 million in cash in Taytay and around P300,000 in Cagayan de Oro City.

In the meantime, the NBI is preparing a complaint against Kapa which could face charges of large scale estafa and violating the Securities Corporation Code of the Philippines.
