Applications for voucher program start May 26

By Merlina Hernando-Malipot

The Department of Education (DepEd) officially announced that interested Senior High School (SHS) students who wish to avail of the Voucher Program for School Year (SY) 2019-2020 may submit their applications starting Sunday, May 26.

Department of Education (MANILA BULLETIN)

DepEd, in its official Facebook Page, issued an important announcement on Friday regarding the SHS voucher application for SY 2019-2020. The Private Education Assistance Committee (PEAC), in its official website also announced the opening of applications for SHS VP this coming school year.

For online applications, DepEd and PEAC urged the applicants to “submit the filled out form and scanned copy of complete requirements” to the Online Voucher Application Portal (OVAP) on or before June 2. The OVAP accounts may be created until May 31 only.

Interested applicants who wish to go through manual applications may also “mail or personally submit” the filled out Voucher Application Form (VAF-1) and complete requirements to the PEAC National Secretariat, 5th Floor Salamin Building, 197 Salcedo Street, Makati City 1229 on or before May 31.

Only those grade 10 completers from private junior high schools who wish to avail of the financial subsidy still need to apply since they are not among the automatic voucher recipients.

DepEd and PEAC reminded that “Grade 10 completers from public schools, LUCs and SUCs, as well as Grade 10 completers from private schools who are Education Service Contracting (ESC) program grantees, are automatically qualified for the SHS VP and do not need to apply.”

The SHS VP is a financial assistance program to enable qualified Grade 10 completers to pursue their desired SHS education in private schools, state universities and colleges (SUCs), and local universities and colleges (LUCs) that offer SHS. DepEd said it is one of the “several initiatives of the government to make basic education accessible and affordable for Filipino learners nationwide.”

The complete list of requirements and application procedures for the SHS VP may be viewed at the PEAC website. Other related information on the SHS VO application for SY 2019-2020 may also be viewed on the PEAC website.

Incoming SHS students who wish to avail of the SHS subsidy have expressed concern earlier on the delayed announcement of the application. The late announcement of the SHS VP application was due to the delayed approval of the 2019 General Appropriations Act (GAA). To appease these concerns, DepEd assured the public of its “commitment to continue with the program.”

Based on the projected enrollment for SHS from DepEd, there are 3,087,646 incoming Grades 11 and 12 or SHS students this coming School Year (SY) 2019-2020.

DepEd said that the Qualified Voucher Applicants (QVA), formerly called Qualified Voucher Recipient (QVR), shall receive a subsidy on their tuition and other school fees, the amount of which will depend on the category of the QVA and the location of the school where the students will enroll in.

Based on the guidelines on the application for the senior high school voucher program, SHS voucher amounts are as follows (depending on the category of the QVA): P22,500; P8,000; and P11, 500 in the National Capital Region (NCR).

In Non-NCR highly urbanized cities (HUCs), vouchers amount to P20,000; P16,000; and P 10,000. In other locations, vouchers amount to P17,500; P14,000; and P8,750.
