Cam asks to be relieved of post, bares anomalies in PCSO

Philippine Charity Sweepstakes Office (PCSO) Board Member Sandra Cam said she will ask President Duterte to relieve her from her post and revamp the entire board of directors of the government’s charity arm, including her, because of the alleged corruption in the agency.

“Mr. President, I want to meet with you at aking hinihingi po na i-relieve mo na lang ako dito sa kinauupuan ko dahil hindi ko na kaya ang kurapsyon dito sa ahensiyang ito,” Cam said.

“Mr. President, I really would like to ask, sincerely from my heart, to revamp the whole board of PCSO, including me, dahil babagsak po ang PCSO. Wala na po kaming natatanggap,” Cam added.

Cam revealed that the agency now has a total shortfall of about P10 Billion due to the Peryahan ng Bayan, which was earlier declared as illegal, and according to her, takes over almost half of the legal STL partners.

She added that the lotto revenues also went down because of the Peryahan ng Bayan.

“Ang nangyayari, di na po nakakabayad ng revenue dun sa mga provinces na na-cover ng Peryahan,” Cam explained.

“We are losing P2 million a day sa Pangasinan dahil wala kaming natatanggap,” she said.

According to Cam, they had a board meeting before May 7 regarding the Board Resolution No. 0083 Series of 2019, which recognized the new set of officers for Speedgame Corporation.

After the meeting, Cam said she wrote a letter to the Office of the Government Corporate Counsel (OGCC) requesting “legal opinion and guidance on an issue that has been inconclusively decided” by the PCSO Board that approved the resolution.

Cam said they were misled by the chief of staff of PCSO Chairman Anselmo Pinili, who, according to Cam, withheld information regarding the new sets of directors of Speed game that operates small town lottery in the province of Pangasinan.

“That’s the time that I discovered that we were being misled. Hindi sinabi sa amin na may sulat ang recomendasyon ng BOS (Branch Operation Sector). They will deal with the old set of directors,” Cam said.

Cam said the OGCC replied after a week affirming to recall the resolution.

“It is for the above reasons that we must express our misgivings and hereby recommend the recall of the PCSO Board Resolution No. 0083 Series of 2019 recognizing a new set of officers since it infringes on a matter, which only the courts can adjudicate,” Cam quoted the reply.

“So ngayon nagulat ako. On May 7 we issued a Board Resolution revoking the BR that we issued,” Cam said.

“Walang motion for reconsideration, walang reversal from the OGCC and yet right now they wanted to reverse. So it’s moto-propio,” she added.

President Duterte appointed Cam as member of the agency’s board of directors in 2017.

In their special board meeting earlier today, Cam said that the Board tried to reverse the revocation of the resolution.
