The NLEX Harbor Link Segment 10, an elevated expressway from Valenzuela to C3 Road, will open this January, the Department of Public Works and Highways announced Tuesday.

Public Works and Highways Secretary Mark Villartogether wi th Department of Transportation Secretary Art Tugade led the inspection on Tuesday, May 29, 2018 of NLEX Harbor Link Segment 10 which covers the 5.58 kilometer 6-lane road from McArhur Highway to Valenzuela City to Circumferential R 3 (C-3) Caloocan City and a 2.6-kilometer 4-lane elevated road from C-3 Road, Caloocan City to R-10, Navotas City for completion this 2018. Department of Public Works and Highways (DPWH) Secretary Mark Villar together with Department of Transportation (DOTr) Secretary Art Tugade led the inspection of the NLEX Harbor Link Segment 10 which covers 5.58 kilometers of a six-lane road from McArthur Highway to Valenzuela City to Circumferential Road 3 (C-3) in Caloocan City and a 2.6 kilometer four-lane elevated road from C-3 to R-10 in Navotas City which will be completed this 2018. The department previously set a goal to open the 8.25-kilometer elevated expressway by December 2018, however, the opening was moved to January this year.

“We are happy to announce that the NLEX Harbor Link Project will be accessible to the public by January. When this is completed, travel time from C3 in Caloocan and NLEX, will be reduced to 10 minutes,” Public Works and Highways Mark Villar said.

The almost-completed expressway is composed of the 5.65-km elevated expressway traversing the NLEX from MacArthur Highway Karuhatan, Valenzuela City, passing through Malabon City and C3 Road, Caloocan City, and the 2.6-km section between C3 Road, Caloocan City and R10, Navotas City.

It will greatly cater to trucks from Port Area in Manila to the North Luzon Expressway, Villar said.

The completion of the road project will massively take away about 30,000 cars, mostly trucks, from congested roads in Manila.

“Well isipin mo na lang 30,000 cars a day ang expected traffic sa Harbor Link, so ‘yang 30,000 na ‘yan, ‘yan ang mawawala sa Metro Manila roads natin. So malaking bagay din (Just think about this, 30,000 cars a day are expected to be diverted away from Metro Manila roads. That’s a big thing),” Villar told the Manila Bulletin.

The opening of the road will likewise help solve the port congestion in Manila as the expressway will operate 24/7 without imposing a truck ban.

“The next phase will connect it to R-10 and reduce travel time from Port Area in Manila to Quezon City to approximately 10 minutes,” Villar said.
