Lucban Mayor Celso Olivier Tiamson Dator has been slapped with a graft charge before the Sandiganbayan Fourth Division for reportedly hiring his sister as chief administrative officer and designating her as municipal administrator even though she was not qualified for the position.
Dator was accused of violating Section 3(e) of Republic Act 3019 or the Anti-Graft and Corrupt Practices Act in the charge sheet filed by Graft Investigation and Prosecution Officer III Christine Carol Casela-Doctor.
On March 1, 2014, Dator reportedly acted with manifest partiality and evident bad faith when he hired his sister, Maria Lyncelle D. Macandile, as chief administrative officer and designating her as municipal administrator.
Casela-Doctor said in the charge sheet that Macandile “failed to meet the qualifications for the position under Section 480, Article X of the Local Government Code, thereby violating the said statute, the Civil Service Law, rules and regulations, to the damage and prejudice of public interest and the government as a whole.”
He has to pay P30,000 for his provisional liberty.
