Puwersa ng Bayaning Atleta Partylist Rep. Jericho Nograles has welcomed the decision of Land Transportation Franchising and Regulatory Board (LTFRB) to slap a P10-million fine against Grab for overcharging its passengers.
He said the LTFRB order confirms that Grab indeed engaged in illegal charging affecting 67 million rides from June 2016 to April 2017.
“They have lied and cheated the consumers and drivers. Their illegal acts are tantamount to large scale estafa,” Nograles said in a statement.
“I thank all those who supported this victory for consumer rights and sternly warn Grab and all other companies to follow the law or be exposed and pay the price,” he said.
It was Nograles who called on the LTFRB to look into reports that Grab already began charging P100 booking fee without its blessing.
He said Grab again tried to usurp the power of the LTFRB to set and implement fare standards after coming out with a new booking scheme.
Nograles said the affected riders should automatically be given rebates, especially those who were charged the travel fee between June 5, 2017 and April 19 this year.
“All affected users should not need any additional steps to claim rebate. That rebate should be automatically implemented to their accounts,” he said.
The LTFRB directed Grab to offer rebates to riders who were overcharged.
According to the LTFRB, the refunds will be valid for 20 days from date the agency’s July 9 order becomes final pending an appeal from Grab or from the time the reimbursement process starts.
In its order, the LTFRB described as an “unauthorized delegation of legislative authority” the Grab’s unilateral decision to set its own fare matrix.
