President Duterte has brought back the Philippine National Police (PNP) in the operation against illegal drugs, together with other law enforcement agencies.

The President also declared Communist rebels as “terrorists.”
Now they’ll be subject to arrest plus harsher penalties, Malacanang says.
Duterte directed that the PNP be involved again in the war on drugs, together with the National Bureau of Investigation (NBI), Armed Forces of the Philippines (AFP), Bureau of Customs (BOC), and Philippine Postal Corporation as support groups.
The more, the merrier.
But the President stressed that the PNP and the other agencies have to coordinate with the Philippine Drug Enforcement Agency (PDEA) as the same responsible lead agency in implementing the anti-drugs war.
Help, act, but coordinate, the Punisher said.
“The President is directing the Philippine National Police and other law enforcement agencies to resume providing support to the Philippine Drug Enforcement Agency in the conduct of anti-illegal drug operations,” presidential spokesman Secretary Harry Roque said.

Roque said the President made the decision in the wake of PDEA’s lack of manpower which hampers the anti-drug operations.

The President said that although he ordered PDEA to be the lead agency in the anti-drug war, there is public clamor for the return of the PNP in the anti-drug war.

“It’s a proclamation declaring the Communist Party of the Philippines-New People’s Army as an identified terrorist organization under RA 10168, the Human Security Act,” Roque said.
Those who are financing and supporting terrorist acts are regarded as a terrorist group, he added.
Roque said the President has ordered the Department of Foreign Affairs to publish the proclamation, and the Department of Justice to submit the petition to the Manila Regional Trial Court classifying the CPP-NPA as a terrorist group.
