Davao City — Mayor Sara Duterte-Carpio will release next week an executive order renaming the Davao City Peace Council (DC PEACE) into an advisory council no longer pushing for localized peace talks with the New People’s Army.
Members of the DC PEACE team, which include a church leader and a panelist from the government side of the peace table with the National Democratic Front of the Philippines (NDFP), announced the planned EO Thursday morning.
The DC PEACE team convened Thursday morning in response to the declaration of President Rodrigo Duterte tagging the Communist movement as terrorists through proclamation No. 374 released earlier this week.
DC PEACE member Irene Santiago, who once sat at the government panel dealing with the CPP/NDFP/NPA in several meetings in Europe said that the plan was no longer for peace “but to address the root causes of rebellion.”
The team will convert into an advisory council that will inform the local government of the grievances of those in the hinterlands. Asked how this was different from government caravans or agencies delivering basic services, Santiago said that the group will implement a peace table setup. The peace table is designed to speak with members of the community.
Santiago added that the team will only be carrying minimal security so as not to project an image of a military operation masking as a government caravan.
Meanwhile, the committee is scheduled to meet today to identify their next move through a strategic planning prior to a projected visit to the hinterlands on Dec. 20 to initially meet with a community in the second district.
