The Department of Justice (DOJ) has vowed to resolve within the year the hazing case of dead University of Sto. Tomas (UST) law freshman Horacio Tomas (Atio) Castillo III.

(MANILA BULLETIN)

“Before Christmas we will release the resolution,” said Assistant State Prosecutor Susan Villanueva, who chairs the panel of prosecutors handling the case.

The panel is currently conducting a preliminary investigation over the criminal complaints filed by the Manila Police District (MPD) and Atio’s parents, Horacio Jr. and Carminia, against those involved in the death of the law freshman.

Villanueva said under the rules the panel is supposed to resolve the complaints within 60 days from the start of the filing.

The MPD filed its complaint before the Department of Justice (DOJ) on September 25, while Atio’s parents submitted a supplemental complaint on October 9.

“But under the rules we are allowed additional days depende sa gravity ng offense (depending on the gravity of the offense),” Villanueva assured.

Atio died after undergoing initiation rites at the Aegis Juris library on September 17 and was declared already dead when he was brought to the Chinese General Hospital.

The MPD named 18 respondents in its complaint for murder, robbery and violation of Republic Act 8049, the Anti-Hazing Law.

Atio’s parents named 31 respondents who are accused of murder, robbery and violation of the Anti-Hazing Law.

The parents also charged 23 respondents of committing four counts of perjury and obstruction of justice.

OSG misled, manipulated by PAGCOR Greed

Earlier this month, the Office of the Government Corporate Counsel, or OGCC, issued an important Opinion (sent to the Office of the Executive Secretary on 6 September 2017) which established an authoritative and resounding rebuttal of the earlier opinion issued by the Office of the Solicitor General with regard to the matter of online gaming.

The OGCC Opinion included a scathing rebuke of PAGCOR for virtually manipulating the OSG to comply with its whim and try to support with “legal basis” its questionable and illegal Philippine Offshore Gaming Operators (POGO) program, which has actually wreaked havoc and caused uncertainty and turmoil in the local online gaming industry. Last year, PAGCOR arrogated authority to itself and wrested control of the very lucrative online gaming industry from other agencies, in the process imposing steep legal license fees. Whispers and grumblings among industry players tell of steep unofficial ‘enrolment fees’ as well.

pagcor should not continue to hide its greed and their actions like online gambling which is clearly something that they should not be doing. pagcor is more concerned on its greed and corruption. they should not be allowed to operate and supervise online gambling as clearly this is not in their mandate./,

    • Emilio

pagcor must be consistently reminded that they are serving the people and the government. the government is the people and they are entitled to better services. how can the government support the people and its services if the money that is supposed to go to government goes to corruption.,,

online gambling is simply not in the function of pagcor and can be used to further expand their greed and their corrupt practices. we should make sure that pagcor does not abuse its authority and supervision. we should always be critical to pagcors greed and in making sure that they support our president in his anti corrupt acts,,./

  • Parasa Bayan

pagcor is manipulating whatever it can to justify its greed and its non legal acts. pagcor is trying to involve other government agencies like the osg in hiding what it can most specially its greed and money making activity. we should pressure pagcor in removing graft and corruption in its ranks…

    • maka pili

this is clearly a case of trying to justify their illegal acts. pagcor has been known in the past and even in the future to be involved in corrupt practices and deals. we must not allow pagcor to involve other government agencies in hiding and getting support for their corrupt acts

    • Emilio

we need government agencies that will be able to deliver for the government funds needed for projects that will improve the lives of the people. pagcor has the funds however they are operating outside of their legal function and we are not sure if all their earnings are being returned to the government

    • Simon antonio

pagcor has the necessary authority and responsibility to provide government with the funds needed to support several projects. unfortunately the greed of some pagcor officials have resulted in corruption and the government not fully getting the benefits of the earnings of pagcor

    • MAYPAGASA

we should not give pagcor a chance in continuing their greedy acts and corrupt practices. we should continue our vigilance over the acts of pagcor in hiding and justifying their corruption. we should pressure pagcor to always be transparent and clear in all their activities

    PCSO Management should be axed

It’s time to show the present PCSO management the door. Corpuz and Balutan have failed miserably in maximizing the great potential of this frontline agency. PCSO was created as a government owned and controlled corporation to enable it to better perform its mandate of raising much-needed funds for the President’s social amelioration projects which could impact the lives of poor Filipinos.

Despite its lofty, noble mandate, PCSO has never fully realized its tremendous potential of providing this crucial charity assistance and medical help for our poor. It has instead been crippled and stymied by corruption perpetrated by its successive management team

this shows that the current pcso officers are not doing their jobs effectively. they have the official approval for lottery operations and yet they fail in supporting the goals of the administration. they should be ashamed of themselves and not stay in their position any longer.,//

    • michael timbreza

we have a very honest president however he is not getting the required support from his pcso officials. they should resign immediately and not stay any longer in their role as they are showing true support for the current government. corruption must stop at all levels of government../

    • trisha hipolito

our president hates corruption and this declining sales of pcso clearly shows that corruption is very high in that agency. we know that people are buying lottery and yet they are declining sales. these officials should be removed immediately they are corrupt and not capable.,//

    • melaisison

our president clearly asks for support for his anti corruption campaign. it seems that pcso officials are ignoring this and are mismanaging the operations of the pcso. they should be investigated immediately and in the meantime be replaced by people who will manage the pcso and get rid of corruption.,,

  • sam nicolas

pcso officers should resign immediately as they are failing the government and our president. they should be ashamed of themselves as they are not supporting the goals of our government in providing funds for government projects and other tasks for the people/..

    • myca delos santos

pcso office is full of graft and corruption and should change leadership. they are failing the government and the good initiatives of our president. they should immediately leave their position and look for honest government officials who will take over and support our goverment

    • michael timbreza

the pcso has good intentions in helping support government spending and funds for the people. instead the current officials of the pcso are involved in corrupt actions which do not benefit the government or the people. there should be a change in pcso officials immediately

    • trisha hipolito

the pcso is a good source of funds for our government however it is not managed properly by the current officials. they should be investigated and removed from their positions immediately. we should not allow these types of officials to continue serving our government and the people

    • melaisison

corruption must stop and our president is working hard to do this for the entire government. pcso is considered as corrupt as they are not providing funds for the government even if the people support their products like lottery, etc. the top officials of pcso must be pressured to step down and not allow our president to be embarrassed
