If there’s one lesson that Commission on Elections (Comelec) Chairman Andres Bautista learned during his term as poll chief, it’s the importance of time especially when preparing for an electoral exercise.
“Time is important in order to prepare for a good elections. The earlier we prepare, the better,” Bautista said in a forum in Manila Wednesday.
Bautista was appointed to the Comelec in May 2015, a year before the May 2016 National and Local Elections.
According to the poll chief, the reason why the effectivity of his resignation is on December 31, 2017 is for “smooth and orderly” transition.
“I was thinking there should be smooth transition. It’s difficult to be placed all of a sudden in a position. There should be enough time,” said Bautista.
The poll chief also wanted to give President Duterte enough time to appoint his successor.
Bautista tendered his resignation to the Chief Executive Wednesday citing “personal reasons.”
But even way before he tendered his resignation, Bautista said the poll body is already preparing for the May 2019 elections.
In fact, the Comelec Advisory Council has come out with different recommendations to the poll body as to what automated election system (AES) technology to use in the 2019 National and Local Elections last August.
Among them is the use of multiple or mixed technologies.
“There’s a list (of recommendations) but we want to subject it to stakeholder consulttaion and to the joint congressional oversight committee so there will be vetting on what system we should use in 2019,” said Bautista.
