President Duterte has designated Agrarian Reform Undersecretary Rosalina Bistoyong to temporarily lead the department after the Commission on Appointments (CA) rejected the appointment of Secretary Rafael Mariano.
“The Palace announces the designation of Undersecretary Rosalina L. Bistoyong as officer-in-charge of the Department of Agrarian Reform (DAR) per instruction of the [President],” Presidential spokesman Ernesto Abella said during a Palace press briefing.
“OIC Bistoyong’s designation will ensure the continuous delivery of public service,” he added.
The memorandum on Bistoyong’s designation was signed by Executive Secretary Salvador Medialdea last Friday. Prior to her designation, Bistoyong, a career executive, held the post of undersecretary for DAR support services office.
Malacañang earlier expressed regret over the CA rejection of the appointment of Mariano as agrarian reform secretary. Mariano was among the three left-leaning cabinet members appointed by the President.
Abella said they recognize Mariano’s role in promoting the rights and welfare of farmers as well as ensuring their security of land tenure. “Our people will always be grateful to Secretary Mariano for his dedicated and passionate service to the nation,” he said.
Mariano has become the fourth Cabinet official lost by the President to the CA process. The appointments of then Foreign Affairs Secretary Perfecto Yasay, Environment Secretary Gina Lopez, and Social Welfare Secretary Judy Taguiwalo were previously rejected by the commission.
