Duterte’s advice to successor: Go for revolutionary gov’t, not martial law

Updated

By Genalyn D. Kabiling

To effect real progress in the country, President Duterte has this piece of advice to his successor:  establish a revolutionary government instead of declaring martial law in the country.

The President said it could be the same revolutionary government led by then President Corazon Aquino shortly after the ouster of then President Ferdinand Marcos.

“My advice to a President who wants to change, do not go for martial law, gawain lang isyu [It will just be an issue]. Go for a revolutionary government para tapos lahat [to end all problems],” Duterte said before an assembly of new government officials in Malacanang.

“Kung magawa ni Cory, bakit hindi mo magawa? Bakit may monopoly ba dito sa pagmahal natin sa bayan? (If Cory did it, why can’t you? Why? Is there a monopoly for love of country?)” asked Duterte, who placed Mindanao under martial law until the end of the year to quell a rebellion.

The Chief Executive insisted that he was not kidding about a revolutionary government but claimed he would not be part of it.

“For the Philippines to really go up, sabi ko, ang kailangan ng mga tao is not martial law. Go for ginawa ni Cory, revolutionary government. Pero huwag kayong magtingin sa akin, hindi ako pwede diyan (What the people need is not martial law. Go for what Cory did – a revolutionary government but do not look at me, I won’t go there],” he said.

Under a revolutionary government, the President said all government positions would be declared vacant while changes are implemented in the bureaucracy.

He recalled that the only mistake of Aquino was to give away the posts to politicians. He said it was a missed “golden opportunity.”

When she assumed the presidency in 1986, Aquino established a revolutionary government and ordered the abolition of the 1973 Constitution that was in force during the martial law regime of Marcos.

Aquino exercised executive and legislative powers until a new Constitution was ratified and a new Congress was established in 1987.

I think the president is sending a strong message, that in event he will be assasinated or die within his term (since impeachment is very much impossible), the country will have a meltdown with Robredo acting as president. She’s very unpopular and her post is still being contested in court. There will be an uprising this country had never seen before.

In that case, a revolutionary government is inevitable.
