President Duterte is keen on creating the Department of Disaster and Management (DDM) to focus on disaster response, preparedness, awareness and resilience.
Presidential Communications Operations Office (PCOO) Secretary Martin Andanar, in an interview over radio DZMM, said there is already a proposed bill to amend Republic Act (RA) 10121 or the Philippine Disaster Risk Reduction and Management Act of 2010.
“Ang dahilan dito kasi nga eh insufficient iyong structure at iyong (The reason is because of the insufficient structure and the) letter of authority ng Office of the Civil Defense (OCD),” Andanar said.
“Wala masyadong kapangyarihan tapos iyong role at mga responsibilidad ng mga stakeholders eh medyo malabo, tapos iyong budget pa maliit (The OCD has limited powers and the role and responsibilities of the stakeholders are not clear. They have a small budget, too),” he added, citing the National Disaster Risk Reduction and Management Council (NDRRMC) as an example.
Andanar said that the accountability of different government agencies is also unclear so the establishment of the DDM will shed light on these blurred lines.
“Itong Disaster Risk assessment natin sa bansa natin ay isa ito sa mga dapat kailangang i-probe, (We should look into the Disaster Risk assessment in the country),” he said.
“May kulang din sa mga evacuation centers sa local government units (LGUs). Ito iyong mga dahilan kung bakit gusto ni Presidente na magiging departamento, eh daanan tayo ng bagyo (The LGUs don’t have enough evacuation centers. That’s why the President wants to create this department because the country is in the path of typhoons),” he added.
Andanar said that the DDM would also address the so-called man-made calamities such as the situation in Marawi City.
