President Duterte has given the green light for Central Luzon’s (CL) proposed infrastructure projects, particularly the construction of a railway system linking the freeports of Subic-Clark to Metro Manila and other parts of Luzon, and the multi-billion peso Clark International New Terminal Building Project inside the Clark International Airport (CRK) in Pampanga.
The information was gleaned in a manifesto of support to the President’s infrastructure plan in the area signed recently by all stakeholders from Pampanga and Tarlac, including the Clark International Airport Corporation (CIAC) and the state-run Bases Conversion Development Authority (BCDA).
“We recognize our respective mandates and roles in the achievement of these infrastructure projects and we manifest our individual support to one another, harnessing our collective efforts for the achievement of the President’s vision. We will strive for the inter-operability of our respective internal processes to attain these projects in the timeliest and most efficient manner in line with this administration’s slogan of “Matapang na Solution, Mabilis na Aksyon,” the stakeholders said in the manifesto.
The signatories are former President and now Pampanga Second District Rep. Gloria Macapagal Arroyo; Pampanga Governor Lilia Pineda; BCDA president Vince Dizon; acting Governor Dennis Pineda, Rep. Emi Calixto-Rubiano of the Special Committee on Bases Conversion, represented by Rep. Cheryl Delloso-Montalla; Rep. Noel Villanueva of the 3rd District of Tarlac; Rep. Carmelo Lazatin II of the 1st District of Pampanga; Rep. Victor Yap of the 2nd District of Tarlac, Governor Susan Yap-Sulit of the Province of Tarlac, Governor Lilia Pineda of the Province of Pampanga; Mayor Reynaldo Catacutan of the Municipality of Capas; Mayor Jose Antonio Feliciano of the Municipality of Bamban, Tarlac; Mayor Edgardo Pamintuan of the City of Angeles, Pampanga; Mayor Marino Morales of the City of Mabalacat, Pampanga; Mayor Condralito Dela Cruz of the Municipality of Porac, Pampanga; Mr. Noel Manankil, CDC President and Chief Executive Officer; Alexander S. Cauguiran, CIAC Officer-In-Charge and Acting President and CEO; Erlinda Pamintuan, Executive Director of the Subic-Clark Alliance for Development (SCAD); and Vivencio Dizon, BCDA President and CEO.
Pamintuan, also president of the League of Cities of the Philippines, said the President announced his go-signal to aggressively roll out more infrastructure projects in a bid to boost the regional economy of Central Luzon, and provide easier and faster access from the North and Central Luzon to neighboring provinces including National Capital region to South Luzon thru the realization of north of Subic-Clark to south Manila-Clark.
