Butuan City – Despite the uncertainty that Barangay and Sangguniang Kabataan (SK) elections will be held in October, the regional office of the Commission on Elections (Comelec) in Caraga Region 13 is nevertheless preparing for the electoral process.
“We are still preparing, we will only stop the preparation if higher authorities will order us that the barangay and SK election will be postponed,” Comelec 13 Regional Director Francisco Pobe on Monday said.
President Rodrigo Roa Duterte had already announced that he did not want the barangay and SK elections held this year because drug money could eventually make its way into the process.
But Pobe said that since there has been no official order regarding this announcement by Duterte, Comelec 13 has already prepared the calendar of activities for the October elections.
Close coordination with the Armed Forces of the Philippines (AFP), Philippine National Police (PNP) and Department of Education (DepEd), in relation to the October Barangay and SK election was already be forged, he said.
In Resolution 10177, the Comelec will hold synchronized Barangay and SK elections on October 23, 2017.
Some periods and dates prescribed by law for certain pre-election acts are no longer reasonably possible to observe.
The gun ban will take effect on the election campaign. Filing of Certificate of Candidacy, meanwhile, is set from September 23 to 30 while the campaign period will be from October 13 to 21.
