Former mayor Jerry P. Pasigan of Alfonso Castañeda, Nueva Vizcaya has been charged with graft and malversation before the Sandiganbayan in connection with the anomalous purchase of a car for the municipality back in April,2009.
Graft Investigation and Prosecution Officer II Quijano Laure accused Pasigan of violating Section 3(e) of R.A. 3019, also known as the Anti-Graft and Corrupt Practices Act, as well as Article 217 of the Revised Penal Code.
Pasigan was charged with graft because he reportedly gave unwarranted benefit to Gilbert S. Arellano by awarding the contract for the purchase of one unit of 2003 Nissan Patrol with Plate No. PCJ-777 worth P1,350,000 without undergoing public bidding.
He caused the disbursement and payment of public funds in the said amount, even despite the absence of the conditions which justifies resort to alternative mode of procurement, in violation of the Government Procurement Law.
