Former Police Senior Supt. Cesar Mancao II of the defunct Presidential Anti-Organized Crime Task Force (PAOCTF) has surrendered to the Philippine National Police Criminal Investigation and Detection Group (PNP-CIDG).

Mancao is an accused in the abduction and murder of publicist Salvador “Bubby” Dacer and his driver Emmanuel Corbito in November 2000.
PNP-CIDG National Capital Region (NCR) chief Senior Supt. Belli Tamayo on Wednesday confirmed that Mancao is now in their custody in Camp Crame, Quezon City.
Tamayo said Mancao voluntarily surrendered in his office in Camp Crame on Monday. He escaped from the National Bureau of Investigation (NBI) Detention Center in May 2013.
The warrant of arrest against Mancao was immediately returned to the Manila Regional Trial Court (RTC) Branch 18 on Tuesday. Mancao is now in the custody of the CIDG-NCR while waiting for a “commitment order” from the Manila RTC.
